GENERAL MEETING, January 11, 2023

PRESENT: Roger Spindler, Norman Baker, Jon Ebensperger, Terry Johnson, Jerry McConnell, Kimberly Lunda , Chris Zenner

CALL BOARD MEETING TO ORDER

MOTION: to Accept December 14, 2022, Budget Prep and Board Meeting Minutes by Ebensperger/Johnson, motion carried.

PUBLIC WORKS: Chris reported that he has been working on plowing and salt sand a lot during the month. The weather has been pretty winter related for the public works department. They were able to get the plow that was bought off of Hines Auction operational. They have been using it to plow with during the last two weeks. The shoes that go on the truck plow was received; they will be working on those. The brush pile was burnt this week; it is still smoldering a probably will do so for another week because of the volume of brush that had accumulated. Chris was remined of the importance of getting the meters up and in working order we have a list of six meters that are not operational right now and he said that he would be working on this over the next month.

DISCUSSION on which site should be used for the new campground manager. The site that we would have liked to move the spot too is too small for the camper that the new manager has so the board discussed the pros and cons of where they wanted to go as there was a 50-amp outlet for the camper at that site. The board decided to keep the managers site at the same location it has always been at and look into upgrading the electrical for that site.

MOTION to keep the campground managers site at site 25 and look into upgrading the electrical for that site to 50 amps by Baker/McConnell motion carried.

DISCUSSION on Hunting within the village Limits, the reason for this is that we have had several groups of hunters who seem to think it is okay to hunt along the shoreline of Lake Pepin Blvd. The Village does have ordinance which allows no hunting withing the Village Limits which is Ordinance No. 2017-2 it also does not allow any firearms to be used which would include bow and arrow/crossbow, or gun into or on any street, sidewalk, alley, highway, park, playground, or other public place within the Village nor can they be discharged within 100 feet of any building. Wisconsin Law which the Village has adopted states in Statute 167.30 that no firearm can be discharged with in 40 rods of any Public Park, 40 rods is 660 feet or 220 yards. This distance would cover all of the area along Lake Pepin Blvd as there is a public park on both ends of Lake Pepin Blvd. President Spindler spoke with Wisconsin DNR about this issue and read them the State Statute and the warden that he spoke with said he would have to speak with his supervisor about this, but it did appear that he was correct in saying that hunters can not hunt along Lake Pepin Blvd. He told President Spindler that he would have to call him back. He did call him back and said that if we have problems with this again, we will have to get the Sheriff’s Department involved for enforcement. The board discussed this matter and felt that we would want to contact the Sheriff’s Department and make them aware of the laws and then we will put signs up along the boulevard and at the boat ramp to make hunters aware of the laws.

MOTION to purchase three signs to be posted on Lake Pepin Blvd and by the boat ramp regarding hunting along Lake Pepin Blvd, which state the village ordinance along with the State Statutes regarding this issue by Baker/Johnson, motion carried.

MOTION to approve the picnic license for the Bay City Legion Chili Cook-Off by McConnell/Spindler, motion carried.

MOTION Operators License for Valarie Lampman by Baker/Johnson, motion carried.

DISCUSSION on the dredging project, the island part of the project is back on again, we received a phone call from the Army Corp of Engineers stating that the island part of the project had found additional funding and that they would need to find a staging area as soon as possible. They then send an email which showed that they wanted to stage in Saratoga Park. President Spindler then put the item on the agenda for the board to discuss. The day of the board meeting Army Corp of Engineers sent another email stating that they have decided they would leave finding a staging area up to the contractor. In the discussion the board would like to continue with additional updates and wants to be in touch with Brenda Kelly with the Wisconsin Department of Natural Resources on what the status is of this part of the project.

CLOSED SESSION was tabled as it was not needed.

MOTION to approve a 5% sewer increase by Ebensperger/Baker, motion carried

MOTION to pay bills by Ebensperger/Baker, motion carried.
