GENERAL MEETING September 13, 2023

PRESENT: Roger Spindler, Norman Baker, Terry Johnson, Jerry McConnell, Jon Ebensperger, Kimberly Lunda & Chris Zenner

CALL BOARD MEETING TO ORDER

MOTION: to Accept August 9, 2023, Board Meeting Minutes by Ebensperger/Johnson, motion carried.

PUBLIC WORKS: Chris reported that he and Jeff worked on getting the parking spaces painted on Wabash Street by Thrifty Sisters and was going to be working on a handicap space being set up there also. He reported that he is having Chad Johnson come down from the county to look at the manholes that need to be leveled up. Some are too high, and some are too low. This is needed to make it safer for plowing during the winter months. The question was brought up about the speed limit being lowered and we had received an email from the State saying that our request had been forwarded to the western Wisconsin division, but we had not heard anything regarding it. Chris called the county, and they gave him information on the person who should have received the request. Chad also said that they started requiring a letter for the municipality outlining why they wanted the speed limit lowered. Clerk Lunda outlined the reasons in a letter from the Village President and Trustees, the Trustee’s approved of the letter at this meeting with an update after the discussion. Chris reported that he had contacted the electrician who put in the new light in the back spillway regarding the light not working. They will be coming out this week to take a look at the lights and also to meet with Trustee Baker about the wiring of the campground that was completed this year. Sewer jetting will start next month, Ellsworth will be coming up to help with the jetting either on the 15th or 16th of September. Chris received prices on the new cutting edges for the snowplow and also for new tires on the Chevy, the board told him that this is considered maintenance and that he should go ahead with the purchase that they did not need to make a motion for maintenance. The discussion then went on to the issues we had with the handheld on the last meter read. The handheld read the meters and it printed out the reads, workhorse would not read the handheld. The backup battery in the handheld has failed and the battery that gets recharged in the handheld will not hold a charge. Halfway through reading the meters the battery went dead and Chris had to come back to charge the battery before the route could be completed. Some of the meters need to be replace and some of the mxu boxes in order to read the meters off of a tablet. This is the method that most of the municipalities are going to, the handhelds are going away, they no longer work on the handhelds they have been discontinued. We can possibly get another handheld from another municipality that is no longer using them to get us by until we can get the battery boxes and meters replaced.

MOTION to update the speed limit being lowered to 30mph instead of 35mph by Johnson/Baker, motion carried.

MOTION to obtain the handhelds from the municipalities that are no longer using them to use as we can faze in all of our meters and mxu boxes to read on a tablet, to purchase a tablet to read the boxes we already have by McConnell/Ebensperger, motion carried.

MOTION to send Chris to the WWOA Conference by Ebensperger/Johnson, motion carried.

DISCUSSION on Plan Commission recommendation on Tom Lidahl Variance. The Plan Commission recommends that Mr. Lidahl be granted the extra three feet on the front yard setback. During construction the home was moved back about thirty feet, so it makes it more feasible to give him the extra three feet. The Plan Commission would also like the Board of Trustees to discuss camping in the yard part of ordinance 96. Under Section 9-2 Number 11.

The Plan Commission makes the recommendation to the Village Board that residents should be able to camp on their own property at no cost. Not to exceed one camper and two tents at one time. No more than seven days at a time. The Village Clerk must be notified when this is going to happen so that it can be monitored.

MOTION to accept the Plan Commissions recommendation to give Mr. Lidahl the extra three feet in the front yard setback by McConnell/Baker, motion carried.

MOTION to adopt the recommendation from the Plan Commission on camping on your own property by McConnell/Johnson, motion carried.

DISCUSSION on campground business, the rates have not been changed since 2018 and with the cost of everything going up the board feels that the rates need to be raised in 2024. The board agreed on the following rate increase
Seasonal Spots will increase from $2,300 to $2,500 Monthly will increase from $800 to $900. Weekly will increase from $240 to $300 and daily will increase from $35 to $45. Tent Camping will increase from $20 to $25 per day.

MOTION to adopt the increase in campground rates by Baker/Johnson, motion carried.

DISCUSSION on Bay City Days was mainly on what had previously been discussed.

MOTION that the Village of Bay City would pay for the costs of the kid’s area part by McConnell/Baker, motion carried.

DISCUSSION on the Village participating in the parades around the area, the board thought it was a good idea for us to be in the parades to especially advertise Bay City Days in future area parades.

MOTION to allow a Village Vehicle to participate in area parades within a thirty-mile radius by Ebensperger/McConnell, motion carried.

MOTION to go into closed session, roll call vote per Wis Stat 19.85(1)(g)

MOTION to go into closed session per Wis. Stat 19.85(1)(g) to confer with Legal Counsel (either by phone or in person) who is rendering oral or written advise concerning strategy to be adopted by the board with respect to litigation in which it is involved with David Meixner. Wis.Stat 19.85(1)(f). To consider legal issue on the campground area.

CLOSED SESSION Roll call Vote out of Sesson Per Wis Stat 19.85(1)(g).

ACTION FROM CLOSED SESSION: No Action was necessary.

MOTION to pay bills by Ebensperger/Johnson, motion carried.
