Village of Bay City

GENERAL MEETING, July 8, 2020

PRESENT: Jim Turvaville, Norman Baker, Jon Ebensperger, Roger Spindler, Kimberly Lunda, Chris Zenner. Terry Johnson was not present.

CALL BOARD MEETING TO ORDER.

MOTION to Accept June 10, 2020 Board Meeting Minutes by Baker/Ebensperger, motion carried.

DISCUSSION on Food Truck Policies, it was reported to the Village that the Chef Shack did not have the proper licensing with the county by the county. In order to be sure that any food truck that sells in Bay City is properly licensed and the food is being prepared according to standards the board decided that we should enact a policy and they should have to pay a fee so we can be sure that they are being inspected and licensed by the State and county. The board decided that a yearly fee would be $25 and onetime event fee of $15 would be adopted from this point forward.

MOTION to charge a yearly food truck licensing fee of $25 for trucks that operate within the Village Limits on a weekly basis or a $15 fee for events for any short term food truck events within village limits by Spindler/Ebensperger, motion carried.

PUBLIC WORKS: Chris reported that the water and sewer for the two campsites that are adjacent to the new bathroom was going to be between $1,000 to $1500. Flags were discussed as the flags were not put up for the 4th of July. Chris reported that he has also been working on DNR reports and will be testing hydrants with Rural Water after the testing they would then start on the sandblasting and painting of them. He reported that the new trees have been planted and were being watered every day.

MOTION to have the flags put out for the following holidays, Flag Day on June 14, 4th of July, Labor Day on Sept 7, and Veterans Day on November 11, by Spindler/Baker, motion carried.

DISCUSSION on the campground restroom showers, an update on the construction was made by Baker, it was decided that they would make a motion to accept putting in sewer and water for the two campsites next to the new bathroom. It was reported that the correct valve was not put in the shower and that they were still trying to decide what will happen with that. The board decided on the new paint and countertop.

MOTION to go ahead with putting sewer and water into the two campsites adjacent to the new shower/restroom by Baker/Ebensperger, motion carried.

DISCUSSION on Fireworks ordinance, the board did not change the ordinance that is on the books, they felt that there is too much liability on our part if we allow fireworks by ordinance. The board felt that if we tried to put on a Village sponsored event that we would not have as many businesses and residents that would put fireworks off. There were several illegal fireworks displays this year. The Village will be taking donations for the 4th of July fireworks display in 2021

Closed Session was tabled as it was not needed at this time.

MOTION to Approve bills by Ebensperger/Spindler, motion carried.
