GENERAL MEETING, October 14, 2020

PRESENT: Jim Turvaville, Norman Baker, Jon Ebensperger, Roger Spindler, Terry Johnson, Chris Zenner. Kimberly Lunda was not present due to illness.

CALL BOARD MEETING TO ORDER.

MOTION to Accept September 9, 2020 Board Meeting Minutes by Ebensperger/Johnson, motion carried.

PUBLIC WORKS: Chris reported that the campground will be shut down on Thursday the 15th of October. Chris said that he would be getting the compressor from Pierce County in order to blow out the lines at the campground. A few of the upper campground campers are wanting to know what the boarders are on the campsites; the board will be meeting on the 15th of October to look at the sites and decide. Chris has been in contact with Jeff Link, who the board wanted to hire last spring, but he had turned the offer down, he took a tour of the Village facilities and went on rounds with Chris. He told Chris that he felt the board had overstated the requirements for the job as far as coming in contact with feces. He felt that he would be able to come in on an as needed basis based upon the tour that he had with Chris. The board members agreed with Chris on hiring him on an as needed basis. We received an estimate from Back Woods Electric on the two new boxes for the two new sites that are behind the new bathroom facility. The board agree that they would use Backwoods as they have consistently been the low bidder and have had excellent job performance. They also came right out to help us in the emergency when the electrical line was cut by the excavator. The board did want to make sure that the boxes that they put in where what we want for the sites. Chris reported that he had gotten some of the materials in from Menards to work on the utility shed at the campground. The board members agreed that they would get together on a day that worked for everyone and do the job themselves. The roof needs to be repaired and some of the soffits.

MOTION to hire Jeff Link on an as needed basis by Spindler/Johnson motion carried.

MOTION to table the Flood Plain Ordinance until the board has more information on what if anything has changed, the information that we have does not show any changes. Village Clerk will be in contact with the DNR on providing this information.

MOTION to refund 20% ($25.84) of the refund from the insurance company to be paid to the employee by Spindler/Ebensperger.

DISCUSSION on the campground restroom showers and boat launch, the board discussed several of the issues with the new bathroom, there is a leak and one of the lights is not coming on. The boat launch was discussed, the board would like to look into expanding the launch and making it wider. The clerk will talk to the DNR regarding this issue. A plaque of dedication was discussed that the board would like attached to the building and later they would like to have a bench also put up at the site. The plaque would read “Thanks to the generous donation from the Tom and Ilene Tyler fund and the State of Wisconsin for making this facility possible.

MOTION to deny joining the United States Postal Service Organization by Spindler/Johnson motion carried

DISCUSSION on Village Hall repairs, as the clerk was not there the board was insure about what the repairs were, the leaky faucets and some repairs that are needed to the drains was discussed, the board said that they would have Jerry Sprick look at and repair that issue.

MOTION to pay the bills by Ebensperger/Johnson motion carried.

MOTION to go into Closed Session-roll call vote per Wis. State 19.85 (1)(g) to confer with legal counsel (either by phone or in person) who is rendering oral or written advise concerning strategy to be adopted by the board with respect to litigation in which it is involved with David Meixner and to discuss strategy regarding employee benefits, wages or contract work.

MOTION to return from closed session – roll call vote

ACTION FROM CLOSED SESSION

MOTION to appoint James Turvaville as the Villages Boards Agent in the mediation which will occur on November 3, 2020 regarding the Meixner vs. Village of Bay City by Johnson/Ebensperger motion carried.
