GENERAL MEETING, October 13, 2021

PRESENT: Roger Spindler, Norman Baker, Jon Ebensperger, Terry Johnson, Jerry McConnell, Kimberly Lunda, and Chris Zenner.

CALL BOARD MEETING TO ORDER.

MOTION to Accept September 8, 2021 Board Meeting Minutes by Johnson/Ebensperger, motion carried.

PUBLIC WORKS Chris reported that we went to the LRIP meeting on October 7th and we are up to get LRIP funding. He felt that we need to advertise for bids, but we have to just get preliminary bids for Lake Pepin Blvd. The campground is scheduled to be closed up on October 18th they will drain everything and shut down Electric at that time. The plumbing company that completed the project on the restroom/shower will be putting in shut off valves, that were not put in when the construction occurred, at the same time as the shutdown is happening. According to Wisconsin State regulation the shut off valve for the outside spigot has to be accessible and it was not. Chris reported also he has several meters that need to be replaced but is unable to get the meters in. When he ordered them, he was told it would be six months before they would be available.

DISCUSSION on Chef Shack Fine, letters and related to unauthorized driveway and building that was moved in for business purposes. The board discussed with Carrie Summer over the phone that a meeting with the Zoning Board of appeals will be happening in November, but this was rescheduled for December 14, 2021. The board then made a motion concerning the matter.

MOTION to limit any use of the Chef Shack building until the Zoning Board of Appeals meeting can be conducted, the building can remain where it is at until that time by Ebensperger/Johnson, motion carried.

MOTION to approve Resolution No. 515-2 Resolution to Adjust the Ward Boundaries in the Village of Bay City, WI by Johnson/Baker, motion carried.

MOTION to approve Revision on ORDINANCE NO. 71 ATV Ordinance by Ebensperger/Johnson, motion carried.

MOTION to approve procuring an Engineer for the LRIP project of Lake Pepin Blvd. by Johnson/Ebensperger, motion carried.

MOTION to approve Temporary Class B Retailers License to the Bay City Legion for the Veterans Day Banquet on November 13, 2021 by McConnell/Spindler, motion carried.

MOTION to go into closed session – roll call vote per Wis. Stat 19.85(1)(g) to confer with legal counsel who is rendering oral or written advise concerning strategy to be adopted by the board with respect to David Meixner, to consider personal matter related to acts of business with employees and board members, for collective bargaining for wages for the purpose of review of Employees performance by Ebensperger/Baker, roll call vote to enter was completed per Wis. Stat 19.85(1)(g)

MOTION to return from closed session – roll call vote per Wis. Stat 19.85(1)(g)

ACTION from closed session, Norm Baker reported on the progress of the clean up of his property, progress was made and will continue. The board was satisfied with the progress. The board agreed with Attorney Simatic that the Village would pay for the flight of Deb Gamble to come back to Wisconsin in March.

MOTION to increase wages for Chris Zenner and Kimberly Lunda by .50 cents and increase Beverly Bach and Jeff Link by .25 cents starting January 1, 2022 by McConnell/Johnson, motion carried.

MOTION to give Beverly Bach a clothing allowance of $250 starting January 1, 2022 by Baker/Ebensperger

MOTION to approve bills by Ebensperger/Johnson, motion carried.
