GENERAL MEETING, November 10, 2021

PRESENT: Roger Spindler, Norman Baker, Jon Ebensperger, Terry Johnson, Jerry McConnell, Kimberly Lunda, and Chris Zenner.

CALL BOARD MEETING TO ORDER.

MOTION to Accept October 13, 2021 Budget Prep and Regular Board Meeting Minutes by Johnson/Ebensperger, motion carried.

PUBLIC WORKS Chris reported that the water tower maintenance cable system and safety climbing system was installed. He informed the board that the meter in the pump house is now working and that Energenics will be working on the lift station motor replacement. Backwoods electric will be working in the campground to change up the meters bringing the upper campground to one meter. This will alleviate the extra charges for each meter on our billing. When doing maintenance out at the ponds they found that several belts were blown off and had to be replaced. Jeff and Chris have been working on the storage shed and trying to get ready for the upcoming winter snow. They have to work on the salt sander as the main belt was put on backwards by a previous employee. Chris mentioned that the loaders oil is due to be tested and Trustee Baker mentioned that as long as he was doing that, he should have the axels and drives tested as well. Chris and Jeff will be putting up the flags for Veterans Day and then putting up the Christmas flags and decorations after the American flags are taken down. Discussion was then regarding LRIP funding and the estimates we received from those that gave initial estimates. The board voted to go ahead with applying for the funding. The Rip Rap discussion was then up, and the board voted to table this in order to get further estimates. The board then discussed some docking that we could have for free from Bills Bay Marina in Covell Park in Red Wing, MN. They were taking out some of the old docking and putting in new docks and if we would go and pick them up, we could have them for free. The board thought it was a good idea as then we would put them in the harbor for slips that people could rent to leave their boats in the water at the campground.

MOTION to apply for the LRIP funding this year by Baker/McConnell, motion carried.

DISCUSSION on Village Hall Maintenance and Jolly Seniors Donation, the senior club donated $100.00 for yearly maintenance and would like to pay for new sinks and faucets for the bathroom. They also wanted to see if it would be possible to get hot water in the bathrooms. The board discussed this, and all agreed that with COVID and many other diseases it should be completed. We have been renting the Hall out almost on a monthly basis and we could use some of the grant money for COVID towards paying for this. The board then talked about the brick on the rear of the hall, it is crumbling and needs repair. The clerk informed them that it was too late in the season to do repairs, that an enclosure would have to be built and heat would have to be put in so the repairs could cure. The board then wanted that subject tabled until March when the repairs could be completed due to the warmer weather conditions. In the meantime we will be researching grants for repairs to the hall as it is on the National Historical Register.

DISCUSSION on the quiet zone starts with Trustee McConnell discussing how we can get a quiet zone here in Bay City. He wanted the board to know that he would be doing more research on what can be done with obtaining the quiet zone, we will need to raise funding to get the arms installed. The last quote from BNSF was over $100,000 to put the arms up. This was tabled until more research can be completed.

MOTION to approve Operators License for Desiree Passe and Casadee Leach , WI by Ebensperger/Johnson, motion carried.

MOTION to adopt the 2021 Levey Limit of $98,866.71 by Baker/Ebensperger, motion carried.

MOTION to adopt the 2021 General Budget of $290,937.08 by Baker/Ebensperger, motion carried.

MOTION to adopt the 2021 Water Budget of $122,370.69 by Johnson/McConnell, motion carried.

MOTION to adopt the 2021 Sewer budget of $229,380.98 by Ebensperger/Johnson motion carried.

DISCUSSION on Campground issues, the issue at hand was that Merlyn Berg was still in his camper even after the campground was closed. Chris had shut off the electric yesterday and Merlyn was mad that it was done. The board said that we would add this issue to the campground rules so that it doesn’t continue to be an issue. No one should be staying in their camper after the campground is close.

Closed Session was not needed this month

MOTION to approve bills by Ebensperger/Johnson, motion carried.
