Village of Bay City

GENERAL MEETING, May 11, 2022

PRESENT: Roger Spindler, Norman Baker (via phone), Jon Ebensperger, Terry Johnson, Jerry McConnell, Kimberly Lunda (via phone) Chris Zenner.

CALL BOARD MEETING TO ORDER.

MOTION to Accept April 13, 2022, Board Meeting Minutes by Johnson/Ebensperger, motion carried.

PUBLIC WORKS: Chris reported that Backwoods Electric called him, they have received the pedestals for the new sites in the campground, they will be coming to work on them in the next week. The board will need to mark out where they want them placed. The fish cleaning station needs to be repaired as soon as possible as the post are all rotted off the board set up a date to start working on the station so it can be repaired. The woman’s bathroom still has the light out in the shower, Chris said he has been unable to locate a light like the ones that are in the bathrooms. He is going to call Berghammer’ s to find out where they bought them from so it can be replaced. Trustee Baker brought up the heating element for the water heater as it also had to be replaced last month, Chris is going purchase several more as the water heater at the shop and at Village Hall also use the same element. Chris reported that one of the Valves out at the ponds was stuck open, it is in a manhole, in order to repair it we will have to get someone who is qualified to go down into the manhole. The board told Chris to go forward with the repairs.

MOTION to Approve easement for Johnson/Hohmann by McConnell/Ebensperger motion carried.

MOTION to grant operator’s license to Brittany Schommer, Casadee Hoyer, Hailey Nadeau, Whitney Raphael, Alex Tri and Hunter Wood by Ebensperger/Johnson motion carried.

MOTION to grant picnic license to the Bay City Bombers for 5/14, 5/21-5/22, 6/4, 6/11-6/12, 6/18, 7/22-7/23, 7/31 by Baker/Ebensperger motion carried.

MOTION to approve annual donation to the Bay City Bombers of $100.00 by Ebensperger/Johnson motion carried.

MOTION to adopt Resolution Support Water NACO Position No. 5-2022 by McConnell/Johnson, motion carried.

DISCUSSION on ATV ordinance, in the discussion Larry Johnson addresses several concerns about the ordinance in town and the fact that some of the ATV users have been using the highway and not obeying the traffic rules. The board then discussed the matter of the speed limit being too high for them to use the highway. The board is concerned about the speed limit because people hardly slow down to 40mph going through town and we recently have had an accident out by Dollar General. The board would like to see the speed limit lowered to 35mph startingW6274 Hwy 35 the location of the daycare center going all the way through to the west side of the Village. The board gave approval for the clerk to contact the county or state about lowing the speed limit. The topic of the ATV ordinance will then be brought up again once that can be addressed.

DISCUSSION on setting a date for the fireworks, the board could not decide a date so it was tabled.

CLOSED SESSION WAS NOT NEEDED SO IT WAS NOT USED
