GENERAL MEETING, March 9, 2022

PRESENT: Roger Spindler, Norman Baker, Jon Ebensperger Terry Johnson, Jerry McConnell, Kimberly Lunda, Chris Zenner.

CALL BOARD MEETING TO ORDER.

MOTION to Accept March 9, 2022 Board Meeting Minutes by Johnson/Ebensperger, motion carried.

PUBLIC WORKS: Chris reported that we are still working with DNR on the Rip Rap project for the campground. We are also working with BNSF Railroad because they are completing a crossing revision sometime this spring/summer. Chris reported that the loader window broke, it was fixed at a minimal cost. Another project that needs to be completed this year is the water tower cleaning. Chris will be getting some bids on that when he goes to the 3-day Seminar in April in LaCrosse, WI.

DISCUSSION on Dredging with the Army Corp of Engineers Jon Hendrickson was at the meeting he is the US Army Corp, of Engineers Technical Lead on the project. Brenda Kelley was also on hand from the Wisconsin DNR, and she is the Project Manager for Wisconsin DNR. Shawn Johnson with the Army Corp. of Engineers was also on hand to answer any technical questions. Gloria with Army Corp. was also on the phone from St. Paul. Both the DNR and the Army Corp. mainly wanted to talk to the board about obtaining a permanent easement for Wisconsin DNR to build an access road into the Wildlife Refuge on Village Property. The board agree and made a motion to work with DNR on permanent easement so the access road can be built. Some of the details of the project were discussed, they are now going to be building a rock liner across the Catherine Cut in order to reduce the amount of sediment that comes in from the main channel of the Mississippi River. There will be a 6-foot-deep access area through the Catherine Cut after project completion. The area of access will be accessible for the public but not open to any vehicle traffic or hunting as it is a wildlife refuge. Staging area was also a main concern for the equipment and job trailers, the board said that they could stag where they wanted but they would have to decide which spot would work the best and would have to tell us what type of needs they had, we do not know if they need water, electric or sewer yet. They also would like to have two campsites.

MOTION to move forward with granting the Wisconsin DNR a permanent easement in order to build an access road and have continued access to the Wildlife Habitat for waterfowl that is going to be part of the dredging project by Baker/Ebensperger, motion carried unanimously.

DISCUSSION on the Business Zoning that is listed as Residential, we have been waiting for several people who can answer our questions from the county they are currently on vacation so this was tabled until we can get more answers from the county.

DISCUSSION on the ARPA funding that has been offered to Villages and Towns in Pierce County. The board wants us to move forward with applying for the funding especially for the Rip Rap, Boat Launch, Basketball Court, Campground Bridge, Additional Campsites and Sidewalks

DISCUSSION on camping ordinance, for those who want to be able to camp in their own yard. The board passed this onto the Plan Commission, they would like them to consider this right away at their next meeting.

DISCUSSION on the cemetery contract, the board was informed that their offer was made and accepted by Mr. Schladweiler for the cemetery contract.

DISCUSSION on the bills and preparation for the bills. Our main computer is slowly dying and has created a very stressful work experience, as the computer is what Bevs computer reads off of also. It has gotten very slow, and it has been locking up all the time. The board gave the go ahead to get a new computer only stating that they want to make sure it is something that we can utilize down the road for a number of years. That it has sufficient storage and will be combatable with upcoming software. The board would also like us to check into what the internet would cost to have Bevcomm bring it into the Village Hall.
