Village of Bay City

GENERAL MEETING, March 8, 2023

PRESENT: Roger Spindler, Norman Baker, Terry Johnson, Jerry McConnell, Kimberly Lunda, Chris Zenner, Jon Ebensperger was unable to attend the meeting.

CALL BOARD MEETING TO ORDER 

MOTION: to Accept February 8, 2023, Board Meeting Minutes by Johnson/McConnell, motion carried.

PUBLIC WORKS: Chris reported that the tree trimming had been completed in the campground and they have been working on the brush clean up this week and will continue to work on this until completed. The Ford Truck had an issue this week with the turn signal and wiper blades and that was repaired this week. In anticipation of opening the campground Chris has procured Jerry Sprick to assist with getting the water up and running. The construction site for the BNSF Railway has opened several large potholes Chris brought what we had for gravel to the holes, but it was not enough, he told BNSF that it is their responsibility to make sure that those holes remain filled. They did add more gravel and have kept it filled in after Chris gave them the notice.

MOTION to add six electrical meters on the north side on sites 23-28 plus 2 – 50amp sites by Johnson/McConnell, motion carried.

MOTION to allow Joel Sprung dry camp in the upper campground area with only electric by Baker/Johnson, motion carried.

DISCUSSION on US Army Corp of Engineers wanting to obtain a staging area for the contractor. The village has been contacted by both the USAC of Engineers and the contractor. The village has ruled out the use of Saratoga Park for staging area, 3 different areas have been offered as possible sites and the contractor would like to meet with the board to discuss this issue and set up a useable site. A meeting is set up for April 4, 2023.

MOTION to Approve to approve All-Croix for our building inspector for the next two years by McConnell/Johnson, motion carried.

MOTION to Approve a $100.00 donation to help pay for the add in the Bay City Bombers program by Baker/McConnell, motion carried.

DISCUSSION on Bruce Andrews wanting to install fuel tanks at the Bay City location. Jeremy Andrews was on hand for the discussion. The board had received information from the Dave Gilbertson who will do the Safety Inspections on the tanks he is a volunteer for the Ellsworth Fire Department. He provided a checklist that was provided by the State of Wisconsin and Jeremy Andrews said they would use that as a guide and explained the containment that they would be using in case there ever was any kind of fuel leak. The board was satisfied that safety precautions would be in place and voted to allow Bruce Andrews to install the two five-hundred-gallon fuel tanks.

MOTION to Approve allowing Bruce Andrews to install two five-hundred-gallon fuel tanks if they follow the state guidance and confer with Dave Gilbertson on all inspections needed by McConnell/Johnson, motion carried.

DISCUSSION on Ordinance 2017-8 it was found we have two ordinances that conflict each other, one says that sidewalks would be paid for by the Village and another says that they would be paid for by the residence. The board wants all prior sidewalk paving bills to be able to make any decisions on how this should be handled or before the ordinance would be changed in any way. This was tabled until they can review the bills. Clerk Lunda will provide the bills at the next board meeting.

CLOSED SESSION was not needed at this meeting.

MOTION to pay bills by McConnell/Johnson, motion carried.
