GENERAL MEETING, June 10, 2020

PRESENT: Jim Turvaville, Norman Baker, Jon Ebensperger, Terry Johnson, Roger Spindler, Kimberly Lunda, Chris Zenner

CALL BOARD MEETING TO ORDER.

MOTION to Accept May 13, 2020 Board Meeting Minutes by Baker/Johnson, motion carried.

PUBLIC WORKS: Chris reported that the diesel tank was out of the shop and into the new containment unit. He informed the board that the sidewalks were slatted to be dug up and finished next week. The paint for the hydrants has been purchased and delivered and a sandblasting kit for the hydrants was bought from Amazon.Work will begin on the hydrants after the sidewalks are finished. The new sign for the dump has ben placed on the gate. The board was wondering when the work on the water tower would begin. Chris was not sure due to everything being put back because of COVID19

DISCUSSION on not charging individually for the upper campground electric after this year. The board was updated on the time consumption it is taking for us to bill out individually for each site and the time it is taking for us to keep track of all of it.

MOTION to charge all sites in the lower and upper campground the same price in the year 2021 by Baker/Johnson, motion carried.

MOTION to buy a camera for the village by Spindler/Johnson, motion carried

MOTION to Approve Liquor License for Handy Mart, Chef Shack, Sabes Loft and Mikes Baytown by Ebensperger/Johnson, motion carried.

MOTION to Approve Operators License’s for Jon Ebensperger, Carrie Summer, LuAnn Dahl, Angie Sabby by Baker/Spindler, motion carried

MOTION to Approve Picnic License for Bay City Bombers by Johnson/Ebensperger, motion carried.

MOTION to allow clerk Kimberly Lunda to authorize the Operators Licenses after background checks by Johnson/Spindler, motion carried.

MOTION to Approve/Deny new printer lease from Coordinated Business Systems by Johnson/Baker, motion carried.

DISCUSSION on issues at the campground or boat launch. It was decided that it is okay to launch kayaks off the beach. There has been issues with not enough parking for the boat and trailers and them parking on Lake Pepin Blvd. The board agreed that there should be no parking on Lake Pepin Blvd except for those that want to use the bench or swing. The board wants additional signage for the no parking on Lake Pepin Blvd and additional signs put up at Saratoga Park for the “No Parking on Grass”. A request was made by the Red Wing Environmental Learning Center to reduce the fees’ for camping as they can no longer have more than one person per tent due to COVID-19 requirements of there center. The board said that they launching fees can be reduced per vehicle to one initial fee of $30 and then only $5 for the rest of the fleet and the camping fee’s can be what they would have normally paid before COVID-19.

MOTION to go into Closed Session-roll call vote per Wis. State 19.85 (1)(g) to confer with legal counsel (either by phone or in person) who is rendering oral or written advise concerning strategy to be adopted by the board with respect to litigation in which it is involved with David Meixner.

MOTION to return from closed session – roll call vote

ACTION FROM CLOSED SESSION the board agreed to proceed with recommendations and request that Attorney Ryan Simatic wanted regarding the Meixner lawsuit by Baker/Ebensperger, motion carried

MOTION to Approve bills by Ebensperger/Baker, motion carried.
