GENERAL MEETING, July 14, 2021

PRESENT: Roger Spindler, Norman Baker, Jon Ebensperger, Terry Johnson , Jerry McConnell, Kimberly Lunda, and Chris Zenner.

CALL BOARD MEETING TO ORDER.

MOTION to Accept June9, 2021 Board Meeting Minutes by Johnson/Ebensperger, motion carried.

PUBLIC WORKS: Chris will be in vacation next week. The showers are up and running, but the outside faucets have not been addressed. The state code states that any outside faucet has to have a shut off valve and none were put in. The wood chips arrived at Saratoga Park for the swing set area and the chips have been spread out so the kids can use the swing sets. There was a water leak in the campground that has been repaired. Tree trimming in the campground has been ongoing and will also continue in the cemetery. Chris said he is just completing this as he has time. Chris wants to attend the WRWA Technical Conference in LaCrosse, WI it is one that he attends every year.

MOTION to approve sending Chris to the WRWA Technical Conference in LaCrosse by McConnell/Baker, motion carried.

DISCUSSION on the Fireworks ordinance, permitting and fines. The board reviewed what the state statutes are, it clearly gives the responsibility of permitting to the Towns or Villages. Sabes Loft was warned in 2020 about not putting off fireworks and they were given a warning which stated if it occurred again, they would face a fine. They had a firework display on the 4th of July without any permitting. They even went as far as posting in on the Villages Facebook page. The board all agreed that we have our ordinances for a reason, which is to protect the safety of its residents, so in accordance with our ordinances and the letter that was sent to Mr. Sabby a fine will be issued. The board also agreed that we will now have to issue permits for any fireworks displays

MOTION to set the amount of the fine for Sabes Loft at $100.00 by McConnell/Johnson, motion carried.

MOTION to set the fireworks permit cost at $25 per permit by Baker/Ebensperger, motion carried.

DISCUSSION on the campground ordinance #96- Camping outside of the Village Campground. One of the village residents has asked about having someone camp in their driveway for their child’s graduation party, they had called the campground to get a reservation and the campground was all booked up for that weekend. The board all agreed that in that case it would then be alright if the Village was notified. The board did not want to further the discussion and reword the ordinance nor assign any fees or permit. They want the Plan Commission to address this ordinance when they resume meeting in September 2021.

DISCUSSION on signs on Lake Pepin Blvd, some residents think that there are too many signs on this street and some need to be removed. The board decided that they want to keep the signs for the benches so that people have a place to park when they are setting at the benches. The signs stay that are on the river side just beyond the campground stay. The rest of the river side after the initial ones coming out of the campground will need to be removed.

MOTION to keep the signs on Lake Pepin Blvd. for the benches parking by Baker/Johnson, motion carried.

DISCUSSION on Cemetery Operations, the board reviewed the offer that was presented by Jesse Hohmann and did not like the way it was worded. The discussion became rather heated, and the board decided to table it.

DISCUSSION on HBC-putting an antenna on our water tower. DNR was contacted and they gave the advice of having an engineering company set up an agreement so that all the liability issues would be covered. Things like having to remove the antenna during painting would have to be addressed. The board was receptive to the idea. This discussion was just for informational purposes.

DISCUSSION on allocating funds for the ARFA funds that we received was tabled due to the meeting running late. This will be addressed at the Budget Prep meeting.

MOTION to Approve Operators License for Whitney Raphael and Avery O’Neil by Baker/Johnson, motion carried.

MOTION to go into closed session – roll call vote per Wis. Stat 19.85(1)(g) to confer with legal counsel and or discussion among the board, who is rendering oral or written advise concerning strategy to be adopted by the board with respect to litigation in which it is involved with David Meixner.

MOTION to return from closed session – roll call vote per Wis. Stat 19.85(1)(g)

NO ACTION FROM CLOSED SESSION WAS NEEDED.

MOTION to approve bills by Ebensperger/Johnson, motion carried.
