Village of Bay City

GENERAL MEETING, February 8, 2023

PRESENT: Roger Spindler, Norman Baker, Jon Ebensperger, Terry Johnson, Kimberly Lunda , Chris Zenner, Jerry McConnell was unable to make the meeting.

CALL BOARD MEETING TO ORDER

MOTION: to Accept January 11, 2023 Board Meeting Minutes by Ebensperger/Johnson, motion carried.

DISCUSSION: Todd Dolan with All-Croix Inspections asked to discuss the upcoming renewal of the service agreement. He explained that the fees for residential would remain the same, but the Commercial Inspections will go up slightly. He reminded the board that they helped the village update our commercial ordinance and are working with us on getting the state authority assigned to our building inspector and give the village the authority to approve those commercial permits. This contract will be on next months board meeting.

PUBLIC WORKS: Chris reported that he had received the estimate from Back Woods Electric in updating the two sites, #23 &#24, that need to be upgraded to 50 amp. The board would like to meter the whole campground and an estimate was received for that as well. The board was informed by the clerk that we spent a lot of money on the campground last year and we need to be careful about spending too much this year. Treasurer Lunda will be working up some figures on this to see what is feasible for this update. The approval of this is tabled until next month’s board meeting after the feasible study can be completed. Chris also informed the board that the plow sold for $3,450 on Wisconsin Surplus Auction. So we will gain about $1,000 over what we put into the new plow. Energenics was out and worked on the sensor at the lift station as the water flow was not working correctly which in turn made the bags that came out really heavy. It has been repaired now but they had to use a brass part (that is all they had with them) and it calls for a different metal which has to be explosion proof so that part is ordered, and it will come in and need to be replaced yet.

MOTION to table campground electrical repair/update by Ebensperger/Johnson, motion carried.

MOTION to approve sending Chris Zenner to WRWA conference on April 4-6th by Baker/Ebensperger, motion carried.

DISCUSSION on fundraisers for Bay City Days 2023, as Kim have not had a lot of time to think of what we could do for fundraisers due to Real Estate and Personal Property tax time. This will be tabled until the Committee meets again on February 21, 2023, which Kim cannot attend due to an election being on that date.

MOTION to Approve Picnic Licenses for the Bay City Legion on 1/28/23 for their Spaghetti Feed  and 3/25/23 for there Birthday Party by Baker/Johnson, motion carried.

MOTION to Approve Ieshia Mike Operator License by Johnson/Ebensperger, motion carried.

MOTION to have the groundbreaking ceremony in Saratoga Park and if inclement weather at Village Hall by Ebensperger/Johnson, motion carried.

MOTION to go into closed session – roll call vote per Wis. Stat. 19.85(1)(g) to confer with Legal Counsel (either by phone or in person) who is rendering oral or written advise in strategy to be adopted by the board with respect to litigation in which it is involved with David Culver. Wis. Stat. 19.85 (1)(f) Considering legal issue on the campground. 19.85 (1)(c) to discuss employee information.

MOTION to return from closed session – roll call vote.

MOTION to pay bills by Ebensperger/Baker, motion carried.
