Village of Bay City

GENERAL MEETING, August 14, 2019

PRESENT: Norman Baker, Jon Ebensperger, Terry Johnson, Davis Niebeling, Jim Turvaville, Kimberly Lunda, Chris Zenner.

CALL BOARD MEETING TO ORDER.

MOTION to accept July 10, 2019 meeting minutes made by Johnson/Baker. Motion carried.

PUBLIC WORKS: Chris reported that Chip Sealing is scheduled to happen within the next two weeks. He mentioned to the board that we will need to schedule a street sweeper to clean up the rock chips before winter. Chris updated the board on sewer jetting he said within the next month or so we will be doing sewer  jetting. Chris also reported that the water pump at Saratoga Park needed to be repaired, he reviewed with the board what Jerry Sprick suggested should happen to prevent it from being a repeat problem. Trustee Baker made a MOTION to get the hydrant repaired it was second by Johnson, it was unanimously carried. Chris asked the board if he could get a load of black dirt brought in to finish up the project by the post office where they  took the sidewalk out. A MOTION was made by Johnson to get a load of black dirt it was seconded by Niebeling, motion was unanimously carried.

DISCUSSION on the stray cat issue. The board wanted to be updated on what our options were. The state laws were discussed. It was reported to the board that in Wisconsin feral cats cannot be hunted, that there are different organizations that will spade, neuter and notch the ears in order to release them. Andy Bennett was at the meeting and it was discussed with him that the stray/feral cats were pretty much all coming from his property. It was also discussed that owners of property have the right to do whatever they need to do stop the stray animals from coming onto their property. Property owners were notified at the meeting that Bay City does have an ordinance against using a firearm within Village Limits. To be noted: the week of August 26th Village Employee Chris Zenner was notified by Mr. Bennett that the Mobile Home Court had purchased several live traps and were actively using them. The board wants anyone feeding stray cat to be sent a letter informing them of Village and State laws.

MOTION to approve Variance of Jason Hemphill of two foot over height made by Niebeling/Ebensperger. Motion Carried.

DISCUSSION on Campground Seniority Issues. The board listened to Mike Harris who is trying to sell his camper and he had a buyer who wants to buy it, but he also wanted the spot that it is in. He wants the board to decide on if he can do this. The board also heard from other seasonal campers regarding this issue they all felt that if the camper was sold that the camper should have to be moved from the spot and the campers who are interested in the spot should be considered based on there seniority. The board wanted some time to think on the matter, so they decided to table it until they had time to think about both sides of the issue.

DISCUSSION on Cemetery Issues Sexton and Caretaker Job. Jesse Hohmann was at the meeting and had submitted his bid he wants $500 per month or $6000.00 per year to do both jobs in the upcoming year. ( NOTE: Hohmann has since come into the office and rescinded his bid. He stated that he would turn in a different bid and he would continue to complete the Sexton job free of charge because he enjoyed that part of the job.) The board wants to know what the other cemeteries are paying in the area for there mowing and trimming. Andy Bennett reported to the board that Ellsworth has their city employee’s do the mowing and trimming. The board members and clerk has received numerous complaints from loved ones who had family members buried at the cemetery who felt that the mowing and trimming job was very lax and a better job needed to be done.

MOTION to put the Cemetery Mowing and Trimming up for bids by Ebensperger/Baker, motion carried unanimously.

DISCUSSION on our August 1, 2019 Relay of Voices Event. It was reported by Clerk Lunda that after expenses
were paid the event took in $1,121.00 bringing our checkbook balance to $2,637.30

CLOSED SESSION was tabled as it was not necessary.

MOTION to Approve bills made by Baker/Johnson. Motion Carried.
