GENERAL MEETING, April 14, 2021

PRESENT: Jim Turvaville, Norman Baker, Jon Ebensperger, Terry Johnson , Roger Spindler, Kimberly Lunda, and Chris Zenner.

CALL BOARD MEETING TO ORDER.

MOTION to Accept March 10, 2021 Board Meeting Minutes by Baker/Johnson, motion carried.

DISCUSSION with Scott’s Construction on issues we have with chip seal, Scott’s Construction had examined both streets that were completed last year. There findings were that the chip seal was looking good and that none of the cracks have gone beyond the surface and did not go into the subsoil or base of the roadway. The board had no further questions.

PUBLIC WORKS: Chris reported that we had two bids on Village Hall Bathroom Construction. The board then approved the lowest bidder. Chris received information from Ellsworth Ford on an extended warranty. The board then approved which policy that they want. Chris asked the board if they would approve a class he wanted to attend in Plover, WI, the board made a motion to approve the class. Chris reported that the issue with the generator at the lift station on 5th Street has been resolved, through Cedar Corp he was able to contact the manufacturer who assisted in explaining the parts and repairs. When the water was turned on for the Campground Bathroom after turning it on about two hours later, we received a call from someone saying the campground bathrooms were flooded. Chris and Jeff went immediately down to the campground and shut the water off and found that the water was like a waterfall coming from the ceiling. Chris reported the event to Berghammer’s Construction, and we attempted to contact Cedar Corporation. Berghammer came down the next morning. Backwoods worked on the pedestal next to the bathroom. We are still waiting on the handicap signage for the parking area as well.

MOTION to go with Roper Construction for Village Hall Bathroom Construction by Johnson/Ebensperger, motion carried.

MOTION to approve the 72-month 60,000-mile extended warranty by Johnson/Ebensperger, motion carried.

MOTION to Approve Chris Zenners Schooling and Motel Fees in Plover, WI by Baker/Ebensperger, motion carried.

DISCUSSION on landowner dredging project. Jerry McConnell and his wife Stacy was on hand to explain the dredging out the area in front of his house and possibly some of the neighbors. He has contacted the Army Corp of Engineers and the DNR, they told him that the dredging materials would have to be placed above the high-water mark. This would be where the normal water would lap up against the shoreline on the waters edge. The board informed Jerry that if he followed direction from DNR and the Army Corp of Engineers that it would not be a problem.

DISCUSSION on CAMPGROUND ISSUES:
The upper door on the bathroom was discussed again, the board decided that a smaller cage should be bought and that would solve safely getting up and down out of the loft area. Chris said that he had talked to the guy that we bought our water tank from and see about getting another tank and using the cage that surrounds the water bladder for a Safety Cage. Benches were discussed we were able to find benches through a Lake City Company that sold them at Pepin Outdoor Market for $399, which was about half the price of what they were in catalogs. The board approved buying 2 of the benches for the bathroom area. Plaques were then discussed, and the board approved of purchasing a 12’X12” plaque for the outside of the bathroom. Discussion on Bach Management changing who their business was under as far as taxes were concerned. The board said it does not matter to them how this is handled that is their personal business. Discussion on cutting down of trees on Village Property, the board does not want anyone but Village Employees cutting trees down on Village Property for insurance purposes. A date for construction on the fish shack will be set later. Cameras for the campground were discussed and the board decided to go with the Cuddy Link cameras.

MOTION to purchase a plaque that would read “In Dedication to Tom and Eileen Tyler, The State of Wisconsin, & Bay City Village Residents, Thank You for your generous donations which made this building possible.” by Johnson, Ebensperger, motion carried.

MOTION to only allow Village Employees to cut down trees on Village Property by Spindler/Ebensperger, motion carried.

MOTION to purchase two of the Cuddy Link Cameras by Ebensperger/Johnson, motion carried.

DISCUSSION on complaint received on the whole town not being swept, the board said that typically they only sweep the curb and gutter streets as they do not want all the sand going down into the sanitary sewers

MOTION to approve the renewal for Mikes Baytown/Mike Celt and Chef Shack/Carrie Summer by Baker/Johnson.

MOTION to approve Operators License for Lynda Rieck, Caleb Knopp, Carrie Summer, Hunter Wood, Jaimie Bach, Dana Hetrick, Shayla Hamann by Baker/Johnson, motion carried.

DISCUSSION on rental of the schoolhouse property to Mark Opitz for a family picnic in the fall, he wanted that property as it is right next to his shop. The board did not want to encourage everyone to want to rent that property as we have better more appropriate place available. They said he could use it for this one-time use.

MOTION to allow the rental of the schoolhouse property for $50.00 with a waiver needing to be signed and a liability fee of $100.00 for clean up if it is not properly cleaned up by Ebensperger/Baker, motion carried.

MOTION to pay bills by Ebensperger/Baker, motion carried.
