GENERAL MEETING, April 12, 2023

PRESENT: Roger Spindler, Norman Baker, Terry Johnson, Jerry McConnell, Kimberly Lunda, Chris Zenner, Jon Ebensperger was unable to attend the meeting.

CALL BOARD MEETING TO ORDER

MOTION: to Accept March 8, 2023, Board Meeting Minutes by Johnson/Baker, motion carried.

DISCUSSION on the Groundbreaking Ceremony on May 16, 2023 by Brenda Kelly with the Wisconsin DNR. She gave a rundown of what was originally planned and what cuts had to be made and what was now planned. She reported that the dredge material would be used for a beneficial purpose. NES now has federal funding for Wacouta Bay it is back on, and hopefully the refuge will be back on by the end of 2023. She is will continue to try to find funding for the refuge part of the project. Island four (4) is back on, along with the Katrina Pass cut. The project is starting in 2023 and is expected to finish in 2026 unless we have historic flooding during those years. She would like to have signage for the highway to direct people to the park for the ceremony and signage for the event and for parking for the event. The Village will be taking care of the signs. The sound system will be provided by the Village. The preparation for the event will be ongoing over the next month.

PUBLIC WORKS: Chris reported that they are preparing for the predicted flooding. He presented a bill from GNE repair on the pump at the sewer plant that needed to be repaired the board voted to have GNE repair the pump. In talking about the pump at the waste water treatment plant it was discovered that we do not have an oxygen sensor for the ponds themselves which is needed to know how much to run the pump that needs to be repaired. The board voted for Chris to find out how much a sensor would cost. Chris reported that the Ford Truck was serviced. He asked the board about street sweeping and they all agreed that we should wait until after the flooding in case we need to do street sweeping on Lake Pepin Blvd and the campground parking area. Chris requested approval to go to a class in Plover, WI on Cross connection on May 18th, the board approved his attending. The final topic was sidewalks, the board was unable to decide which sidewalks to choose and said that they would like to take a look at the sidewalks before a decision can be made.

MOTION to have GNE repair the pump at the Waste Water treatment facility Baker/Johnson, motion carried.

MOTION to have Chris find out how much an oxygen sensor would cost to install by Baker/McConnell, motion carried.

MOTION to send Chris to Plover, WI to the cross-connection class by McConnell/Johnson, motion carried.

DISCUSSION on the new campsite in the upper campground, it is a site without sewer and only has electric. The electric still has to be installed and at the time that it is installed Backwoods electric will be looking at the Franzen’s electric again, the board wants to know if it can be upgraded safely. The board does not have the necessary information to make a decision on the Franzen’s electric at this time so a motion was made to table the topic until next board meeting.

MOTION to table repairs to the Franzen’s electric by Baker/McConnell, motion carried.

DISCUSSION about Mas Performance Open House. Mike Steel was on hand to discuss it and invite the public to attend. Mike wanted to know if the block in front of Mas Performance could be blocked off for the day of the event on June 3, 2023, the board agreed that it could be blocked off for that event.

MOTION to Approve Operators license for Daisy Knight by Baker/Johnson, motion carried.

MOTION to Approve Temporary Picnic Licenses for the Bay City Bombers season by Johnson/McConnell, motion carried.

CLOSED SESSION Roll Call Vote per Wis. Stat 19.85(1)(g).

MOTION to go into closed session per Wis. Stat 19.85(1)(g) to confer with Legal Counsel (either by phone or in person) who is rendering oral or written advise concerning strategy to be adopted by the board with respect to litigation in which it is involved with David Meixner. Wis.Stat 19.85(1)(f). To consider legal issue on the campground area.

ACTION FROM CLOSED SESSION: No action was needed.

MOTION to pay bills by McConnell/Baker, motion carried.
